ASCE 21-13, also known as the Automated People Mover Standards, is a set of guidelines established by the Automated People Mover Standards Committee of the Standards Council of the Transportation and Development Institute of ASCE. The purpose of this standard is to ensure the safety and performance of automated people mover (APM) systems. APMs are defined as fully automated transit modes that operate on exclusive guideways.

This revised version of the standard consolidates all four parts of ASCE 21 into a single document. It covers various aspects of APM systems including design, construction, operation, and maintenance. Topics addressed in the standard include the operating environment, safety requirements, system dependability, automatic train control, audio and visual communications, vehicles, propulsion and braking, electrical equipment, stations, guideways, security, emergency preparedness, verification and demonstration, operations, maintenance, training, and operational monitoring.

The standard includes both mandatory and nonmandatory annexes. The mandatory annex focuses on the requirements for system safety programs, while the nonmandatory annexes provide additional resources such as a bibliography, recommended practices for acceptance of an APM system application, inspection and test guidelines, and recommended practices for working safely near APM systems.

ASCE 21-13 can be used in the safety certification process and is beneficial for a wide range of stakeholders including APM owners, operators, maintainers, designers, testers, insurers, overseers, and certifiers.
