The ASTM C150/C150M-21 standard is titled "Standard Specification for Portland Cement" and it covers the specifications for eight types of portland cement: Type I, Type IA, Type II, Type IIA, Type III, Type IIIA, Type IV, and Type V. The cement must consist of specific ingredients including portland cement clinker, water or calcium sulfate, limestone, processing additions, and air-entraining addition for air-entraining portland cement.

The standard specifies various test methods to determine the properties of the cement. These properties include air content of mortar, chemical analysis, strength, false set, fineness, heat of hydration, autoclave expansion, time of setting, sulfate resistance, calcium sulfate content, and compressive strength.
The standard also provides guidelines for the storage of the cement to ensure proper inspection and identification of each shipment. It recommends storing the cement in a weather-tight building that protects it from dampness and minimizes warehouse set.
