The Manual on Simultaneous Operations on Parallel or Near-Parallel Instrument Runways (SOIR) is a document that provides guidance on how to implement simultaneous operations on closely spaced parallel or near-parallel instrument runways. This manual complements the standards and recommended practices outlined in Annex 14 - Aerodromes and the procedures in the Procedures for Air Navigation Services - Air Traffic Management (PANS-ATM, Doc 4444).

The main purpose of this manual is to provide detailed information on the operation and implementation of simultaneous operations when the distance between the runway center lines is 1,035 meters (3,400 feet) or more. This second edition leverages the experiences of various states in applying both traditional and new practices in simultaneous operations. It is designed to support the implementation of the new simultaneous approach separation standards introduced in the 2018 publication of Doc 4444.
