AASHTO PP 91-21 standard provides guidelines for determining the quantities of aggregate and emulsified asphalt to be used in scrub seals. A scrub seal refers to a four-step process involving the application of emulsified asphalt, followed by the use of a scrub broom to push the emulsion into pavement cracks. This is then followed by the application of a single layer of cover aggregate, which is then rolled using a pneumatic tire compactor. Additionally, the standard allows for the inclusion of a fog seal to enhance chip retention if desired.
