The AS 1170.4 Supp 1:1993 standard focuses on the loads experienced by structures due to earthquake ground motion. The standard does not address issues such as surface rupture, landslip, liquefaction, fire, loss of services, seiche, or tsunami. It also does not consider site-structure resonance or pounding of adjacent structures. These aspects are not included in the standard because they require the consideration of factors beyond just loads.
The standard also does not cover special structures like nuclear reactors, cryogenic tanks, or industrial facilities of high economic importance, which may present a significant hazard to the community in the event of failure. These structures require the consideration of strong earthquake motions with a very low probability, regardless of their location. Structures with unusual characteristics or novel design and construction are not excluded from the standard but may find little assistance in their design since a structural response factor (Rf) may not have been assigned.
While bridges are not covered by the standard, additional requirements could be included for them. Agricultural buildings, on the other hand, may be excluded from earthquake consideration due to the exceptionally low risk to life involved.
The standard does address alterations to existing structures but does not cover the assessment, strengthening, and repairs of existing structures. However, some guidance and information on these matters can be found in Appendix E of the standard.
