The method involves vacuum sealing a compacted sample inside a plastic bag. The density of the sample is then calculated using a water displacement method. The bag is cut open while the sample is still in water, allowing the water to rush in and fill all the water-accessible air voids in the sample. The difference between the apparent maximum density and the initial density of the sample represents the amount of water that has penetrated the compacted sample. This difference is used to determine the fraction of total voids that are accessible to water, which are known as effective percent porosity or percent effective air voids.

The results obtained from this method provide information on the percentage of total air voids in a compacted sample that can be filled with water through surface or interconnected paths within the sample. It is important to note that effective percent porosity should be less than total percent air voids.

The standard can be used for 100 mm [4 in.] and 150 mm [6 in.] diameter cylindrical samples and cubical samples. However, it is important to consider the competence of personnel performing the procedure and the capability, calibration, and maintenance of the equipment used to ensure reliable results.
