This standard does not cover additional testing conducted within specific contracts, as it focuses solely on the Factory Production Control requirements. The Factory Production Control is applicable to bituminous mixtures that are intended to be CE-marked under the Construction Products Regulation (CPR). However, it can also be used as part of quality control even in situations where CE-marking is not required. Manufacturers who have notified their factories for CE marking of bituminous mixtures should not need additional auditing for situations where CE-marking is not applicable.

BS EN 13108-21 applies to the control of bituminous mixtures where the constituents and target composition are known and have been tested to comply with the specified compositional, performance-related, or performance-based requirements outlined in EN 13108-1 to -7 and EN 13108-9.
