The BS EN 14033-4:2019 standard addresses the technical requirements for railbound construction and maintenance machines used in urban rail systems. These machines are designed to minimize specific railway hazards that may arise during commissioning, operation, and maintenance. The standard amends the requirements specified in EN 14033-1 to -3 to cater to the use of machines on urban rail systems.

It is important to note that this standard does not cover requirements for the quality of work or machine performance. It also excludes machines that operate and work outside of rails, as well as specific requirements set by the machine owner and/or operating company, which will be subject to negotiation between the manufacturer and the Urban Rail Manager. Additionally, this standard does not establish additional requirements for machine operation subject to special rules (e.g., potentially explosive atmospheres), natural hazards (e.g., earthquakes, lightning, flooding), working methods, operations in severe conditions, and hazards associated with handling suspended loads.

The standard also defines the scope of urban rail systems, including Urban Guided Transport systems (UGT) such as metro, tram, and light rail systems. These systems may operate on their own right of way, segregated from road and pedestrian traffic (metros), or share the right of way with road and pedestrian traffic (trams). Light rail systems operate partly in segregated sections and partly in sections without segregated right-of-way. The standard also covers local rail systems that may be excluded from the European Community Rail System based on national decisions.

It is worth mentioning that other track construction and maintenance machines used on railway tracks are addressed in separate European Standards, as outlined in Annex B of the standard.
