These machines operate exclusively on the railway, utilizing adhesion between the rail and rail wheels, and are capable of operating signalling and control systems.

The standard is applicable to machines designed for a nominal track gauge of 1,435 mm. However, some requirements may also be applicable for machines working on infrastructures with narrow or broad track gauges, tramways, railways utilizing non-adhesion technologies, and underground infrastructures. The standard covers the safety requirements specific to railway operations and includes a verification procedure for ensuring compliance. Any access to the railway infrastructure requires authorization.

It is important to note that the standard does not cover the quality of work or machine performance, as well as the specific requirements established by each railway infrastructure manager. Working methods, operation in severe working conditions, operation subject to special rules, software-related hazards, hazards when handling swinging loads, and hazards due to wind pressure greater than normal are also excluded from the standard's scope.

The standard's validity applies to machines that are ordered one year after its publication date.
