The DIN EN 16704-2-1 standard sets out the minimum functional and non-functional requirements for Track Warning Systems (TWS) used to warn individuals about approaching trains and rail vehicles while they are working on or near the tracks. These systems may also have additional functions that can influence the approaching trains, such as stopping, passing, or other actions.

This standard applies to systems, sub-systems, and components within TWS, including those that contain software. It is relevant for new TWS, as well as new integrations of systems, sub-systems, and components into existing TWS, and modifications made to TWS developed in accordance with this standard. The standard can also be used for single warning units, such as simple electrical horns.

However, there are certain exceptions to the scope of this standard. It does not cover the hazards that may arise during the installation or removal of the TWS due to trains and rail vehicles on the lines. It also does not address hazards resulting from the improper use of TWS or the improper behavior of individuals working on or near the track. Additionally, it does not cover hazards caused by unauthorized presence on or near the track or any CO2-horns (tyfones), human-operated pressure signal horns, flags, detonators, or machine warning systems as covered by UIC 644. National safety regulations for planning and operating TWS on tracks are also not within the scope of this standard.
