The CSA A283:19 standard is a guideline that provides criteria for evaluating the capabilities and competencies of concrete testing laboratories. This standard has been updated in its fifth edition and supersedes the previous editions published in 2006, 2000, 1980, and 1974.
The latest edition of the standard introduces several changes. Firstly, the categories of certification and the additional tests for which laboratories may be certified have been revised to align with the standards CSA A23.1/A23.2 and reflect developments in the concrete industry. Secondly, the mandatory and optional tests for each category of certification (basic concrete, concrete aggregate, and advanced concrete) have been revised.
Furthermore, the standard has updated the calibration and verification requirements for testing equipment. It also introduces the concept of a supervising professional, acknowledging that a non-engineering professional with a limited engineering license may be permitted to fulfill this role. The responsibilities and qualifications for the supervising professional are now mandatory requirements.
Other revisions include changes to the requirements for certification in different categories, allowing laboratories to qualify for concrete aggregate certification independently. The standard also recognizes alternative concrete field testing technician certification programs, provided they meet specified minimum requirements and are maintained in good standing.
Additionally, the standard defines provisions for sharing test equipment among laboratories and provides clarification regarding the categorization of weigh scales and balances as stationary equipment.
The primary scope of the standard is to ensure that the services obtained from concrete testing laboratories meet acceptable levels of quality and performance. It establishes three levels of certification: basic concrete, concrete aggregate, and advanced concrete certification. The standard also outlines minimum requirements for test equipment and the qualifications and performance of personnel conducting concrete testing. however, it should not be considered a comprehensive guide for providing consulting services in concrete technology. This standard has been referenced by CSA A23.1, Concrete materials and methods of concrete construction, since its sixth edition in 1977.
