BS EN 15746-2:2010+A1:2011 is a standard that specifies the general safety requirements for self-propelled road-rail machines and associated equipment used in railway applications. It identifies the significant hazards, hazardous situations, and events that can arise during the construction, maintenance, inspection, shunting, and emergency rescue operations of railway infrastructure.

The standard addresses the common hazards associated with running, assembly, commissioning, traveling on and off track, operation, maintenance, and de-commissioning of these machines. It also highlights specific machine functions such as excavation, ballast tamping and cleaning, track renewal, rail grinding, craning, catenary maintenance, inspection and measurement of infrastructure components, tunnel inspection and ventilation, shunting, and emergency rescue and recovery.

It is assumed that the base automotive chassis used for these machines meets the necessary safety requirements before conversion. However, manufacturers should conduct an appropriate risk assessment to identify any additional hazards specific to the application and implement protective measures accordingly. The standard does not cover requirements related to machine performance and quality, catenary traction, specific requirements set by railway infrastructure managers, additional or alternative requirements negotiated between manufacturers and machine operators, public highway use, air pressure hazards caused by high-speed trains, and extreme environmental conditions such as extreme temperatures, corrosive environments, or potentially explosive atmospheres.

Other special vehicles used on railway tracks are covered by separate European Standards. This standard applies to machines ordered one year after its publication by CEN (European Committee for Standardization).
