The DIN EN 15746-2 standard addresses the significant hazards, hazardous situations, and events that are common to self-propelled road-rail machines and their attachments. These machines are designed for construction, maintenance, and inspection of the railway infrastructure, as well as for shunting and emergency rescue operations. The document covers various aspects of the machines' lifecycle, including assembly, commissioning, operation, maintenance, and decommissioning.
The standard focuses on the common hazards presented by the machines themselves and specific machine functions, such as excavation, ballast tamping, track construction, craning, and vegetation control, among others. However, it does not address specific measures for exceptional circumstances, which should be determined through negotiations between the manufacturer and the machine operator.
The document also emphasizes that for road-rail machines, the EU road permissible host vehicle should already meet the safety requirements for its basic functions before conversion. Manufacturers are required to conduct a thorough risk assessment for the complete machine and identify any additional hazards that may arise from the chassis application.
However, the standard does not cover requirements related to the quality of work and machine performance, machines utilizing the catenary for traction purposes, specific requirements established by railway infrastructure managers, negotiations for additional or alternative requirements, machine use and travel on public highways, hazards due to air pressure from high-speed trains, extreme ambient conditions, highly corrosive or contaminating environments, or potentially explosive atmospheres. These aspects may be addressed separately or in other European standards.
